Moderator, Larry Lopp, brought the meeting to order.
Stephen started the meeting with a prayer
Terry Clark was unable to attend. Del Mahrle served as recording secretary in her place.
Jerry presented the treasurer’s report on the year-to-date budget. The budget is close to balancing. Offerings and pledges are close to the expected amount. All committees have spent conservatively. At this date we have approximately $1200.00 on the plus side. There is, however, a difference between Jerry’s and Fern’s analyses of the present balance of the kitchen project.
Larry Lopp brought the proposed by-law changes to discussion. (The proposed changes sheet was available for all council members. Also available was a ballot for bylaw changes.)
John Law moved and Moira Howard seconded that the board accept all the changes proposed, with the following additional changes.
Re: The determining factor for quorum of a congregational meeting. The council voted unanimously to change the statement to: “A quorum of a congregational meeting shall consist of 25 members.” (Article XI, section 4)
Re: The board of deacons. The council voted unanimously to take out the word “interim” and to substitute “provide a substitute in the absence of the regular pastor” for “pulpit supply”. (Article VIII, section 1.)
Re: wording in definition of a chairperson. The council decided to change the wording “non-ministerial” to “lay member”. (Article X.) The council voted unanimously for all the recommended changes.
On behalf of the council, Stephen expressed appreciation for the members of the church council who studied and made recommendations for changes to the bylaws. They were: Larry Cook, Don Law, and Larry Lopp.
It was moved and seconded that the council request boards and committees to bring suggested changes in the description of their functions to the meeting in January. The changes should reflect what the various committees are actually doing. The bylaw changes could be ready for a congregational vote in the annual budget in May 2007. The board voted unanimously for this motion.
Reports from committees included a letter from Holly Reed reporting that the Religious education is losing several members. A question about eligibility was answered for the Arts and Music committee.
Stephen led the council in a closing prayer. The meeting was adjourned.
